Senior Pastor, M. Louis Lacey

Pastor M. Louis Lacey & Shepherd Mother Rebecca Lacey

Pastor M. Louis Lacey, born on November 1, 1943 to Bishop Clara and the late Timothy Lacey, the eldest of two sons accepted Christ at the early age of 14 years old. Growing up in Brooklyn, NY and being cultivated by the Holy Spirit, Pastor Lacey attended the Morning Star Pentecostal Church of Mount Sinai Holy Churches of America, Inc. It was the place where he would find and marry his wife, Shepherd Mother Rebecca Smiling Lacey. As they walked closed to God, they were blessed with three children; Lachelle, Timothy, and Tania.

Pastor Lacey is a residential wireman and journeyman electrician by trade, but his heart belongs to God. During his years at Morning Star, he served as Minister of Music from 1964 until 1974. It was in the midst of his music ministry that Pastor Lacey was licensed in 1968 to not just administer the gospel through music, but through the preached Word of God.

As Pastor Lacey moved through the guidance of the Holy Spirit, it was in 1979 that the Spirit brought him to Richmond, Virginia to serve as Minister of Music at Jerusalem Holy Church. Pastor Lacey loved everyone and shared his gift of music with several ministries throughout the Richmond area. Being known and loved by many, it was in 1993 that God moved Pastor Lacey to become the founding pastor of the Children Of God Victory Tabernacle.

Through his powerful teaching and exemplified leadership COGVT has grown from a Holiday Inn Banquet Room to a former Restaurant-Strip Club, affectionately called the “Chicken Shack” to a 2-story building in Downtown Richmond with 8 classrooms, dining hall, kitchen, 1st and 2nd level office, and a remodeled 200 seat sanctuary.

Through his powerful anointing and spirit of excellence, Pastor Lacey is not only a Pastor, but he is a community advocate to the homeless, inspiration to the fatherless, and “Poppy” to all the toddlers of Joint Heirs Academy.
